the idea to develop a subsidy design matrix is very interesting. We urgently need such tools for our day-to-day work.

I would like to draw your attention to the recently published paper by Kenneth P. Thomas: Assessing Sustainable Development Impacts of Investment Incentives: A Checklist, IISD, 2009: Download.

The tool could be used during policy development processes. It should be used as a complement to the sketch of the matrix outlined in Kilian’s study, especially because it includes the impact dimension that is becoming more and more important for our work in development cooperation.
