For successful promotion of energy efficient lighting in a country, it is crucial to know about the actual conditions with regard to 

*the political and legal framework,
*the market situation for energy efficient lighting systems, 
*the current electricity provision and saving potentials, 
*the financial aspects and possible approaches,
*the existing individual and organizational capacities in a country.

Based on such information, potential approaches can be designed that meet the requirements of a country. The module compiles “studies” that aim to provide guidance in analyzing the holistic capacities in a country to the subject energy efficient lighting.
