Desde mayo de 2016, el Programa de Energías Renovables (PEERR) apoya a Bolivia en mejorar el marco regulatorio para la expansión de las energías renovables, en las conexiones de la red eléctrica, y aumentando la eficiencia energética.
El Programa apoya al gobierno boliviano en la creación de mejores condiciones para el desarrollo de energías renovables, a fin de reducir las emisiones de gases de efecto invernadero. Al mismo tiempo, significa una mayor diversificación de la matriz energética que, en el presente, es básicamente fósil - hidro. Además, dentro del alcance del Programa, se identifica el potencial de eficiencia energética y sus actividades de aplicación.
PEERR tiene diferentes niveles de intervención: a nivel nacional, consulta al Gobierno sobre las regulaciones de energías renovables y la eficiencia energética; a nivel regional, el Programa asesora a las compañías y cooperativas de energía en la planificación, construcción y operación de proyectos eólicos y solares fotovoltaicos conectados a la red nacional. Asimismo, PEERR brinda asesoramiento técnico sobre sistemas híbridos fotovoltaicos/diésel para personas que están lejos de la conexión a la red.
En el área académica, el Programa apoya a las instituciones para la capacitación en temas de demanda, haciendo las materias educativas y la introducción de la formación práctica.
Actualmente, el Programa de Energías Renovables se encuentra en su segunda fase (2019-2021), apoyando al Gobierno boliviano en mejorar las condiciones técnicas, económicas, legales e institucionales para la integración de las energías alternativas renovables al sistema eléctrico, y para el desarrollo de la eficiencia energética.
A través de sus líneas de acción, el Programa está mejorando las condiciones generales para la expansión de energías renovables conectadas a la red. De igual forma, está contribuyendo a un incremento de la eficiencia energética.
Alemania tiene mucha experiencia en el campo de las energías renovables, la eficiencia energética, los conocimientos tecnológicos, lo que permiten desarrollar ideas innovadoras de aplicación que pueden ser útiles para Bolivia. [2]
