Bolivia produces nearly 60 per cent of its energy through the burning of fossil fuels – with the corresponding negative impacts on the climate. Despite the enormous available potential, the country only uses solar, wind, biomass and geothermal energy in a few demonstration projects. The Andean highlands are among the world’s best locations for harnessing solar energy. The Government of Bolivia intends to use this potential and thereby diversify its energy production, a goal that it has documented in the Alternative Energy Development Plan 2025.
The use of renewable energies, which guarantee both security of supply and environmental sustainability, is a major challenge for Bolivia. Staff in the responsible institutions lack the expertise needed to create the legal framework and to plan and implement concrete projects. Energy supply continues to be heavily subsidised by the state, impeding the operation of power stations that use renewable energy on a cost-effective basis.[1]

Dentro de la línea de accion 3 del Programa de Energías Renovables (PEERR), se desarrollaran una serie de actividades con el objetivo de cumplir con los cuatro indicadores que contiene esta línea, y seran en base a los lineamientos políticos de Ministerio de Energía y en el marco de la estrategía de Eficiencia Energetica. Para alcanzar los indicadores se planea utlizar un proceso participativo con los principales actores relacionados con el tema de energía.
Se espera que los distintos actores participen en la revisión de planes y politicas xistentes relacionadas al tema de Eficiencia Energética para trazar los nuevos lineamientos y politicas dentro de la Eficiencia Energética en Bolivia. Este proceso estara a la cabeza del VMEEA (Viceministerio de Electricidad y Energías Alternativas) y con el apoyo del Programa de Energías Renovables (PEERR).
La linea de acción 3 cuenta con 4 indicadores y estos a su vez con un plan de trabajo para alcanzar los objetivos descritos en los mismos, los indicadores son los siguientes:
