This paper explores the potential of innovative financing tools to foster the implementation of energy efficiency measures

national energy crises and poorly insulated housing inherited from Soviet times. Based on a household survey the paper
investigates the problem of climate vulnerability and high energy expenditures on household level, identifies financing
gaps for investments into efficiency measures and discusses financing tools to address them, such as green microfinance.
