The introduction and promotion of energy efficient lighting of necessity requires investment for procurement, maintenance and, last not least, end-of-life treatment. Even though that investment in energy efficient lighting is very cost-effective, public owners often lack budgets and private owners might be reluctant due to other priorities. Accordingly, successful promotion of energy efficient lighting can face financial barriers.
There are however certain financial approaches and instruments that can be applied to finance street lighting, public lighting and/or lighting in households, such as
- contracting (outsourcing, PPP),
- subsidizing, bulk procurement, price discounts,
- Clean Development Mechanism (CDM).
This part of the Service Package accordingly compiles information to such financing approaches and provides further information sources.
